That’s why he wanted to say he was training to swim to you for weeks, so that he would appear more dedicated to you than Henry, and so that you would feel bad for him because he had wanted to leave. So he decides to discover what makes Henry so special by kidnapping his students. Bob is the PE teacher and knows that Scoot kidnapped the Keroppi snacks, but he is scared of Henry because he is a frog and the island is leapfrog. So Scoot and Bob make a deal and decide to turn their victims into slushees so that they don’t tell Henry. Along the way, Cousteau and Jeremiah become sus of Scoot, and realize that Scoot is kidnapping the Keroppi snacks. But after realizing that Henry is the only smug on the island, they decide to join Scoot and Bob. Jeremiah was acting very innocent about the Keroppi snack but was ready to sound the alarm to Scoot.
Late, but I think Petri is also part of this scheme. She's the one who experiments on the Keroppi Snacks and turns them into slushies. If you look at her exterior, you can see a Keroppi snack trapped inside a lab chamber. So..Petri is part of this.
