I happen to get a Ferrari Diablo VT from the wangan navi, if i discard it, will i get a full tune ticket? or it wont give me anything?

It won't give you anything. If you delete it, it will be deleted. That's all.
There are 3 ways to get full tune tickets.
1. It randomly appears reaching certain distant by clicking Check-in button on Wangan navigator.
2. It will be given by completing VS Other region event.
3. It will be given as a compensasion due to Critical error of WMMT operation.

I know many people believe some certain cars such as FD3S, Countach, Evo9, Evo8, RX-8 are superb.
But If you are a beginner, I personally recommend you should use a small car which has good cornering.
Some huge body cars won't make you drive easy.
