Maryland lawmakers consider bill to ban juvenile rapists in schools, after FOX45 report

  • Lawmakers are taking action following a Project Baltimore investigation that found a 15-year-old rapist attending classes inside a Maryland Public School.
    The General Assembly has just over two months left in session to pass legislation that would prevent this from happening again.
    In 2024, there are not many political issues that unite Republicans and Democrats. But a recent Project Baltimore investigation is prompting outrage on both sides of the aisle.
    “I was sickened, I was angered, I was disgusted,” said Delegate Nino Mangione, a Republican representing Baltimore County.

    How is the kid walking free?
    In Maryland, 2nd degree rape has the possibility of 20 years, and a MANDATORY 15 year sentence if you're a repeat offender!

    I’m a Marylander and I think that a rapist should not be allowed to attend school with other children. All of the children’s parents should’ve been notified that there was a rapist in the school so then this could’ve been already handled it. It’s ridiculous that this is even up for a vote or if someone’s a sexual predator, they have no rights to be with children.

    How about mandating that politicians children need to attend public school if the politician wants to stay in office?

    The fact that the senator is taking his sweet time with this is annoying. I struggle to believe that he needs to do more research when the news report was thorough. The student should not be allowed in school at all. He has 2 convictions at the age of 15. He is a danger to the general public. I would also like to know if he is experiencing any mental health counseling because without it he is just gonna do it again...and again...

    Kids that break the law should not have the ability to seal their record. It should be a 5 year public record after that it gets seal. And only then if law enforcement can petition for that seal record if they have any.

    There are 1,000s of kids with sexual abuse charges. Not all rape but sexual assault charges none the less. It's weird that ppl are just now thinking of this. Where did you think all those kids are going to school at??

    Question: What educational provisions will be made for this student accused, not convicted, but accused of rape? Guilty or not, he's still entitled to an education. Is this law only for students accused and/or convicted of rape or will this affect all teenage sex offenders? And we're going to keep them out of schools, are we going to keep them out of the colleges? The libraries? Just a reminder that the average age of the registered sex offender is 14.

      They haven't even said the new legislation would apply to him (should it become law). What they did say is that it would aim to prevent situations like this from happening again in the future. And if the new legislation does apply to him. He'll still have the option of remote learning or homeschool.

      @@jonjahr3403 If he at least has the option of remote learning, then I'm OK with that. I understand that as a public safety factor, he needs to be kept separate from the other students. However, he still needs to be provided with an education that his parents pay for with their taxes. This news story did not give me the impression that they were going to do that.

      @@emeraldson2023 I saw where it said he'll have the option of either remote learning or homeschool. That said, I personally favor learning remotely as I had to do that for about 6 months while I was a kid due to mononucleosis. I understand he needs an education, especially to help prevent him from doing it again. But the number one concern has got to the safety of the other kids.

    The only issue is if remote learning is considered 'equal' education. There are already studies that remote learning caused an education set back for almost all US students. Under the state's constitution this would remove it as a possible option or open the state up for civil liabilities. Nothing would be worse than making a rapist a millionaire.

      Yes, nothing would be worse than making any toxic person a millionaire, but how do you do that? How do you decide a person is going to be like this when they are young?
      Is it based on the neighborhood they grow up in?
      The way they look? How?

    It doesn't matter if it's a Democrat or Republican, leadership period needs to handle situations accordingly. It's a whole lot of things happening in every school in every area that's not being handled correctly.

    Of course sex offenders should not be allowed back in the public school system. You cant rehabilitate that kind of psychological disfunction no matter what age. It's who they are for life .

    He should be in jail for 20 to 25 years probably more because whoever he raped is going to have a lifetime of terror thinking about it I blame the lawmakers from the White House down to local politicians, Supreme Court local judges, and DAs the Tulane in on juveniles stop punishing them, and maybe the crime rate will go down.
