It was included as the default theme in Windows XP Media Center Edition 2005 and Tablet PC Edition 2005, and was also a downloadable theme by Microsoft New Zealand that contained a few extra wallpapers. There was even an unfinished variant that leaked in 2006 called Royale Noir; that was a nearly complete darker bluish gray theme that was likely revamped into a Zune inspired visual style released a month later. Lastly, WIndows Embedded Standard/POSReady 2009 contained its own visual style that's also based on the Royale theme.
