The road might be too old to handle heavy weights, especially when dump trucks run of them. Pretty sure the first one was a small tornado, not just "a storm". Doesn't look like straight line wind.
Look like straight line winds to me. The wind didn't shift in the opposite direction with equal force like you would see in a tornado.
