I don’t understand why a criminal cooperating results in a lighter sentence. It simply makes things easier for the police and prosecutors, but how does it benefit the victim? It’s an absolute joke!
It's because of the reduced amount of time a guilty plea takes for the court system, not for benefit to the prosecutors or police. The courts would stop working if they couldn't get most people to plead guilty. Also, it should be more widespread knowledge, but you absolutely can sue someone if you are a victim of a crime they committed. You can't get punitive damages, because that would be double jeopardy with the criminal charges, but you can sue to be reimbursed for any losses, emotional distress, etc... I think the police don't love it because it can interfere with a criminal trial but you 100% can still sue, even if they tell you not to.
