I'd say towards the top of the hill is the best bit if you want quiet. Closer to the beach if you don't mind a bit of noise. Close to the football ground if you don't mind a lot of noise.
Not too far. If you get on the prom you come out near where St Chads Hotel used to be. It's about a ten minute walk to Central Pier from there depending on how fast you can walk.
