I have one of these. It was printed in 1899 and is in mint state condition. It's one of my favorite notes because the graphics are awesome and it was printed the year my grandmother was born.
Unlike coins (which are dated the year in which they were made), US currency is made by Series. Your Black Eagle note is a Series 1899 which is the year that design was introduced. While these notes have a date of 1899 they were made and issued well into the 1920s. (Large Notes were replaced by Small Notes in 1929.)

That guy actually did have an 1899 Black Eagle. One can tell by the location of the Series date on the right hand side of the note. The original had it above the Serial Number. The next issues up until sometime around 1910 had that date under the Serial Number. After 1910 until the Series 1923 debuted, the Serial number was all the way over to the right of the note. Guy should have gotten at least $75 for it in the condition it was in. His was worth at least $145 in Fine 12 condition.

50 bucks is probably pretty good for an black eagle 1899 $1. Its not graded, so that will cost a little. But it looks to be on the lower end of fair which would be 50-70 bucks or so.
