Possible Drunk Driver Kills Juvenile On Scooter

AREA/CITY: Long Beach, CA
DETAILS:
LBPD & LBFD responded to the area of Orange Avenue & 59th street for reports of a hit and run collision involving a vehicle vs pedestrian on a scooter.
Upon LBPD arrival, they located a pedestrian down in the roadway with major trauma. LBFD quickly transported the victim to a local hospital in critical condition.
The suspect vehicle fled the area northbound Orange Avenue from the crime scene and crashed a few blocks down into an apartment building that caused damage to 2 garage units. The suspect then stayed on scene and tried to blend in with the crowd, which then LBPD was alerted and questioned the potential female suspect in the crowd.
The female suspect was taken into police custody by LBPD and LBPD was going to perform a breathalyzer on the female for possible impairment.
Family members of the victim was observed crying and praying along with a scooter observed down in the roadway along with a blood puddle.
LBPD confirmed the victim is a minor, unknown if this is a fatality at this time, LBPD is holding the investigation in both locations of Orange Avenue & 59th street (Veh. Vs minor crime scene) and Orange Avenue & 61st street (Veh into building)

How could a person, not under the influence of legal or illegal drugs and has not consumed any alcoholic beverages, see a kid at 1am in the dark on a scooter??? What was the kid wearing? Did he have a light on? I have seen lots of people walking down the roads wearing all black and every now and then, running across 4 lanes of traffic during the night.
Why was a kid out riding a scooter at almost 1 in the morning?

Parents need to have their kids read the California Drivers Handbook before allowing them to operate one of these devices, all of the kids I see riding them are wrecklessly weaving in and out of pedestrians, on the road, then the sidewalk, its no surprise to me this happened and will continue to happen until some restraints are put into place.

Atleast they stopped, if this was Connecticut the driver would of kept going
According to the description, they DIDN'T STOP...and ran into an apartment garage a few blocks down. That made them have to stop.

I feel sorry for the kid on the scooter, but who allowed him to be out in the streets so late? The DUI Driver shouldn't be the only one charged here, am I right?

kid shouldnt have been out. but the driver wven on drugs or drunk should have watched were he was going and shouldnt have even been out like that. unfortunate situation here
