The Entity definitely does “groom” some of the Killers, either directly or through mortal cultists.
The Legion, for instance, were showed visions of their future incarnations in the days leading up to their entry into the Fog.
The Dredge was a deliberate creation of the cult leader Otto Stamper, who secretly worshiped the Entity and manipulated his followers into butchering each other.
