I think Xu Huang's JC is just unblockable rather than AI not knowing how to deal with it. I remember dying to it once, when I thought I could block the damn thing 🤣. I can experiment more with her C5. I have had some massive success with Zhen Ji's C5 when recording her pressure test (upcoming later today), so I've learn a bit more about these whirlwind juggling C5. But I'm generally extremely skeptical of the "air grab" JCs like Zhou Tai's and Cao Pi's, because I feel like in DW5, you're never alone enough for a true 1v1 like in DW4, and if even 2 or 3 peons are waiting where I land, I feel like I'll be juggled. Yue Ying's JC seems slightly better, but is still technically an air grab.
If her 4th weapon was better, there's a real chance she could've been promoted, for sure. But I think her maximum potential, with a theoretical better 4th weapon, is capped at the lower end of high-tier. Even if she had longer periods of Rage, Yue Ying still faces two main problems: (1) Her default juggling musou's damage is quite low, and (2) her freezing attempts with C6 takes waaay too long to be reliable as a musou damage booster during Rage. With a better 4th weapon that gives her more Rage time, she would become one of the safest characters in the entire game, but still relatively lower-damage than most of the other characters in high tier.
