By putting your iso lower than the native iso you're actually losing stops in the highlights, meaning the highlights will clip faster. It seems counter intuitive but keeping the iso higher at 640 and using nd filter/aperture/shutter to keep the highlights below 100% will actually get you a better image. By exposing to the right you are moving the image further away from the noise floor of the sensor.
Amen! Priority should be getting in more light to the sensor so that the signal cleans up. + a side note: if you got a camera with a dual or triple native iso most of the times the distribution of the dynamic range on the more sensitive iso favors a smoother roll off in the highlights (even though this seems counter intuitive at first) but have a look at the manufacturer's dynamic range distribution charts for your specific model.

Yep, I'm new to this camera, but I'm the same - I find that even with a 3-stop ND, 640 ISO is sometimes too much and I bring it down to 320 ISO to retain shallow depth-of-field, film look, etc.
