This is just a misconception. The vendors are having variety of clothes. There are surplus, rejected pieces which are sold and sometimes used. By just looking at it you will get to know which one is used.
I know somebody who is a member of market association.. he just told me that..
Rejected, surplus, all these are ways to justify the lower price..
