So in the first season I thought that phrase was him trying to show pople his (in his opinion) best quality - his name, his title. But the more I learned about him as a character, the more I understoood that he never said it with pride. He said it with disgust. He was never proud of being Chuck Bass. He said it to justify a horrible action, not because he thinks he is all mighty and powerful, but because he thinks he is disgusting, and people knowing his name justifys that horrible action. He says it in interviews with viewable "pride" but actually he is just telling them, that he is nothing. With saying "i'm Chuck Bass"he says that there is nothing more you need to know abpout him. That all he rumours, whisperings, thoughts and assumpions may aswell be true. He never had anything but his name, which he also despised. We can see that when he says he is Henry to Eva. He did not say that just to make her think he is poor, or something like that. We all saw he wanted to cut all ties with his name, life, personality, all of it. He had finally got a family and love (with Blair) and he could finally say his name with actual pride (also a lil thing when they were together and they were first in love he pretty much used his name only w Blair, because he wanted his name to be associated with her, and the Chuck Bass Blair knows, so when he would use it in public, it would mean something to him.) But then he lost that. He ruined it. So he genuenily wanted that name to disapear, because turns out he wan't even a good person with her, and she hated him too. I really love how you see his "i am Chuck Bass" differently the more you pay attention, and the more you know him. Chuck got one of the best character development in the series compared to anyone. I totally hated him in the beginning, was scared of him when he pulled his dirty tricks. Later I saw his soft nature. The way he delivers his dialogues, Blair and Chuck was always endgame.
