It is possible that they don't want to say how many are still alive, because they can't expect to have prisoners released if it is not leveraged with hostages. Bluff poker.
It may be that the terrorists just do not want to admit the number of the kidnapped that are left alive. That way they can dicker for ceasefire with an unspecified number. And then if those left alive are fewer than finally claimed they can say something like 'Oopsie! We really thought we had more than that.'
