Years ago, I went to Costa Rica. On the ride to my hotel I noticed a compound with high fences with razor wire at the top, a gate with a guard. My driver explained that there were a lot of asylum seekers from Nicaragua. The asylum seekers were allowed to freely go around San Jose during the day but they must be inside the compound by 7pm. If they were found outside of the compound after 7pm they were deported back to Nicaragua. Why can't we do this?
