TBH that part seems rather easy to do, for someone good at texture work at least. No idea for the neons, though I've seen similar things done before so not impossible.

His most notable being c0da. A lot of his stuff is very hit or miss with me, and while a lot of it is good, I wouldn't want it to necessarily canon. His 9E thing is a pretty cool concept though.

The Scrolls are simply archaic science, like some Great Old Ones science, and the magic, mana, and magical objects throughout the world are explainable. I mean, its in the "Kirkbride tripping balls" part of the setting, but C0DA takes place on a Dunmeri moon colony, with mentions of "breather-scarves" and "mechanical servitors"
