@@S_auce franky boy is in FO2 but he would absolutely have 10 Charisma, he has a total of like 7 spoken sentences and there still the coolest spoken lines in the game, what he lacks in charm he absolutely makes up in all 12 ft of pure genetically modified, powered armor assisted, Weaponized Terror.
And that 10 in luck make sense he survived a fucking nuke blast and got healed by robots thats clearly a sign of true luck if i ever seen one even if it is unfortunate
I always imagine that a Courier who isn’t taking Ulysses seriously would intentionally get his name wrong. The aforementioned Courier 7 is one, but I myself am partial to calling him Odysseus, for the sheer level of intellectual outrage it would put him though.
To my knowledge he is also kill courier-6. Your character inspired him what made him want a home and he felt betrayed and lied to. But that's just what I got out of that whole thing I talked him down and we parted his well I guess frenemies.

True, you can't be a real dummy and be secret service. They literally have to think on their feet. Make plans of action on the spot. Whereas even most special ops, SAS to rangers etc, have a set planned strategy and briefing before the operation. And he doesn't even have a team with him normally, or at all?.
I think these characters having maxed SPECIAL stats give a message of, "Through struggle, comes growth." and those who have struggled the most, like these four, have grown to their peak.
When i first fought Royez, I was still hung up on pistols and because of that i had nothing better than a plasma defender to my name, whereas royez has a plasma caster. That battle was traumatic 😭

It was obviously narrative driven to give Frank all 10s, but honestly the DLCs to NV (while being the best in the series) all fell off in some way. It really felt like Bethesda writers had already started to take over. Either that or everyone just descended into a fan fic arc. Especially from Dead Money to Lonesome Road you get the feeling that someone just wanted to tell their own headcanon story more than to tell a coherent story to the story they were already in. There's a lot of decisions that clash with the rest of the series.

Ulysses was the Legion's best frumentari/scout easily explaining his perception, being a scout and navigating the divide requires excellent athletic skills so that would explain his agility, being a member of the legion means that he would've likely been trained to peak physical condition and also once again navigating tough terrain as a scout and during his time in the divide explaining max strength, and he managed to convince the White Legs to willingly try to integrate into The Legion and to try and attack New Canaan + assassinate Graham where he ended up being so loved by the White Legs that they braided their hair just like him even after he left, explaining his charisma
Ok, but Caesar outwitted , out strategized 87 tribes. Organised and commands a whole army that uses mainly machetes. But still wins more than it loses. Has enough strategic, military smarts to still be a threat to the most powerful faction , and professional military faction in Fallout. But Frank couldn't kill one tribal who wasn't even wearing combat armour.
I fought Ulysses at level 5 on my very first playthrough. It took me about 2 hours, 100 stimpacks collected through stealing and collected through having pretty decent barter. I used a lever action shotgun and red glare. As well multiple saves. 2/10 would never do it again.
I love having other powerful character to challenge you in new Vegas. Ulysses is arguably stronger than 80% of couriers unless built perfectly, Elijah escapes the big mt in a way we can’t and Joshua is an absolute beast. Having these character be on the same level as the courier makes us feel not like a living god but as the best of the best. A realistic level of skill and excellence a few others can achieve. Compare that to just wiping the floor with Kellogg then never facing a real dangerous human target again until the bullet sponge bosses of nuka world who never leave their bases just bitch and complain and have zero interesting character traits
I demand that Fallout 5 have a Frank companion somehow, make his FEV super slowly regenerate him from his remains or something, or clone him I don't know

I don't know. Frank had the strategic mind to nuke the rig while fighting the chosen one. Without the gift of plot armor, the chosen one probably would've been killed in the blast of not the fight in general.

Not saying ol' Frankie's dialogue is particularly smart, but psychopathy, racism, and intelligence aren't necessarily linked to each other. The man with the current highest recorded IQ in the world is racist, as an example, and plenty of people diagnosed with various mental illnesses we laymen call psychopathy have genius level IQs.

They made Frank Horrigan so ridiculously overpowered that fans see him as some unkillable god. Part of why the Chosen One is so legendary is that he was able to do the impossible and put Frank down. It's not just because he was the protagonist.

The Master (The final boss of Fallout 1) has stats that aren't completely off from these, yet unlike Frank Horrigan he has stats that are decreased in areas that don't make sense. He has a 10 in the majority of his stats appart from both Charisma and Luck. His Charisma is a 2 because of the fact that he looks horrifying and would have no possible way that anyone would consider him charming, or get a good first impression by him after meeting him for the first time. Also his luck is 7 due to the fact that for the most part his plans/ambitions of increasing the size of the Unity and having Super Mutants take over the wasteland does generally suceed (until the vault dweller steps in that is), however Super Mutants have no way of reproducing so in the long run Super Mutants won't be sustainable and thus his plans will fail.

Well to what I know Frank Horrigan's Power Armor has an AI that gives him Tactical assistance, which explains the 10 intelligence points.

charisma affects speech - as speech also affects intimidation (see terrifying presence perk, it has a speech requirement)
