The creators of Avatar definitely took inspiration from Beijing, China.
Aside from the Great Wall of China serving inspiration of Ba Sing Se's walls, the city's architecture including the circles are taken from Beijing as well. Beijing has three circles, the 1st circle (innermost) is where the Forbidden City (central power) is. This was where the Emperors lived. The other rings are just a network of roads. Even the Dai Li - how they keep this peace and order in Ba Sing Se by silencing political dissidents - is very similar to how Beijing (or the Communist Party of China) operates in modern times. I'm not getting very political here, I'm just stating the facts/similarities.
Overall I love Ba Sing Se! It's my favourite city in the Avatar world!

The firebenders killed off the airbenders because the avatar was said to have been born in that nomad.
Once the firebenders successfully done so, they moved onto the southern water tribe where the next cycle said that was where the next avatar would reincarnate and they successfully killed off all the waterbenders as well, all save Katara.
Thus continuing onto ba sing se, where the next avatar is said to be reincarnated following the cycle. ?
