I subtracted 3" from hip measurement to get knee measurement. Whatever you have, divide by 6 and add 1" seam allowance

Eg hip 40 - 3" = 37
37 ÷ 6 = 6.16 = 6.2 (divided by 6 because it is 6 piece skirt)
Added 1" to 6.2 = 7.2 (1" is seam allowance to join the side)

It is dependent on the fit you want to have around the knee and also do you can walk freely. Hip circumference - 3" will give you the perfect knee circumference.
