Wash with boiling water 3 times. Wash using boiling HCl. Then wash with boiling water again and melt. But use a clean melting dish. Galena is lead sulphide. You have to turn it to lead oxide (litharge) first by process called roasting, then you have to reduce the litharge to lead metal with carbon source, then you can cupel it

the sugar does what? Is it like a flux?
The sugar converts lead oxide to lead metal
