I think they're going to try this, and then be found liable for people getting in increased car wrecks, and attacked by the locals who aren't used to the increased traffic. they're very territorial and they get confused easily. any 'return to work' should be precluded by safety and available resources. being forced back to the office when there's no food and no safety is ridiculous. the roads are completely lawless. there's no plan, and there won't be one in june of next year, either. they want the chicken before the egg, and that's not how society works. show the city is legitimately safe and stocked, and people will organically come back if it makes sense to them, then they'll have a local pool to draw from.
imagine upending your family, moving back at a massive personal financial risk, your kids having to move schools, then having your u haul stolen in 5 minutes, your car vandalized or gone entirely the next night, then your family attacked the day after. that's what's waiting for you in the city.
