Resize bar ON on both cases, correct ? If you turn off will five u CPU boost of fps. but vga loses about 80 fps.

Yeah, if you turn it off your cpu will get a big boost but your gpu fps will drop, I use amd fsr 2.1 performance with radeon image sharpening and it looks the same if you ran it low settings native

I don't have win 10 to confirm but their is one for win10, it's called ( windows10debloater ) you can create a restore point and then try it,

I got with the i9-13900k and 4090 an average fps 386.
My 4090 average 685 fps
The i9-13900k average 575 fps
But on low Settings and 2560 x 1440

You should be getting about 500 fps avg with those numbers
