There's an episode I remember from Young Sheldon, when he criticized the new production of bread which lead him supporting Russia's ideology system: *Communism*. In return which slowly lead Sheldon's family being treated as a outcast and a traitor to America. All because of that complaint of changing a bread's production.

He’s lucky he had the chance to apologize. I had traffic court once. The officer who pulled me over wasn’t there but I still had to pay a $100 fine and take a driver improvement program.
Normally you can appeal to County Court and get a real trial. I have never heard of a real court not allowing you your rights to a trial even traffic court but TV courts seem to do it all the time. I tried many traffic cases of course not in the big city.
We don't know how the conversation (or maybe Sheldon's monologue) went after the first 'that's my spot'. Sheldon could be really obnoxious, even for a jail tough guy. And as Laevant points maybe the tough guy has enough trouble to get it worse for a ridiculous 'spot property' issue.
