Agree with @stephendors8769; it definitely looks like a Wagner loader, maybe a WM3? If you look at images of Wagner Iron Works tractor loaders, it seems to be identical.
Your steering issue might possibly be where the steering shaft connects to the steering box,there is a woodruff key in the steering box shaft that may be either sheared or missing.l would start there and if that's not the problem then take the top of the gear box off to see if the little pin that rides in the worm gear is damaged.
If it's worth fixing yes you should restore it but I would restore the loader and put it back on unfortunately all you see is a lot of restored tractors with no implements
Once you get it running put it in 3rd gear and let the clutch out fast then press the brake. Would love to see a video of it running
The Factory loader for the M is a model 30 loader with a dump bucket, I’ve never seen or heard of one of those before what was the model again.
That is so cool. Its the only M ive ever seen with a loader. Actually I never knew they offered the M with a loader.

Keep that loader with it, m's with loaders aren't real common.

Yea, we're going to do that after looking at it more. It's the perfect size for this machine. Not too hard to take off either.
