      ​@@dj11o9er The inquisition actually use penal battalion less than the military. They can't trust their sensitive matters into the hands of convicts. Most of the time if an inquisitor need some grunts they'll commandeer the nearest and best imperial guard units they can get. Even then, not all penal battalion are created equal, some are officers and units that failed their missions being temporary transferred to the penal battalion was the alternative to execution because because the imperium deemed their experience valuable enough to give them another chance. Common criminals however, are indeed just living minesweepers or mean of explosive delivery.

      I mean the oldest one is the Soviet's, the penal battalions of the empire sound almost identical to how the Soviets used them: most often as human meatshields and usually used against fortified positions. Although I haven't heard of any penal battalions used as human minesweepers

      @@schretlenaugustijn2391 I would say it's a bit more like the germans... since the Imperium often canonically groups together criminals with similar mental health issues.
      For example the violent psychopaths are in one squad while the obsessive pyromaniacs are in another squad and some cleptomaniacs, black market brokers or drug offenders are in another. Like the Germans did in WWII when they gathered troops from mental asylums and prisons... the Soviets didn't treat the mental health problems as a thing that could be abused, they just needed men so they sent any men who could walk.

      @@bobthebuilder544 1. Sending a criminal to a minefield is a waste when you can send a cheap ass barely functional robot, far cheaper and effective
      2. Mass infantry charges simply haven't existed since WW1

      It's a trilogy about one such penal regiment as mentioned in the video. The so called "Last Chancers". The 3 books are called 13th Legion, Kill Team and Annihilation Squad. They're top tier.

      I think commissar are endoctrinated when they are childrens, a penal legionnair that manage well enough can be elavated to regular guardsmen or see himself straight pardonned for his crime, it's rare but it can happen

      Commisars are specially trained since childhood in Schola Progenium. They aren’t normally recruited from other sources and I have yet to hear of an admitted canon exception.

    I forget exactly where I heard it but I think it's at least halfway implied for the people who are put into these that refusal to enlist if they are given a choice is going to results in every single guard doing their level best to make that person's life as terrible as possible for as long as possible, and making it to where it would be very easy to curry favors with the guards that can be exchanged for things like looking the other way or smuggled in goods if another prisoner decides they want to be the tar out of this guy.
    Edit: I believe the justification given for a situation like this is that the imperium is highly, HIGHLY religious and what refusing to enlist after the recruiter picks them out is effectively doing is refusing to serve their God Emperor in his never ending task to protect humanity and allow them a path to salvation (yes this is how the more religious elements in the imperium view military service, and that the setting started out as a parody)
    Edit 2: and then of course there's places like Savlor where instead of threatening executions the commissars threatened to send the offending guardsmen back home for the rest of his life.

    and since this is the emperium of man not all these people are actually criminals , some just ran into a particular pissed off arbities and got beaten to shit then thrown in prison and that's the least worst way to be wrongfully arrested in the emperium

    Well, not really used in the same fashion, but Wagner PMC does really have a nice take at how to recruit from prisons, and use the inmates.
    All in all, a more effective way to simultaneously reduce prison system expenses, make inmates pay back to the community, and mostly, reintegrate them into society by giving them discipline and a purpose.
    It also takes a bit of the stigma off of former inmates when they talk about their past with the rest of society, as putting your life on the line and obeying strict orders are rather atoning feats, IMO

    I feel like this should be used. Instead of sitting in a cell sucking up resources they could be used in a lot more productive manner. They get some life skills and can serve with maybe a potential of getting reduced sentences depending on their performance on the field.

    Wasting enough of your penal legion soldiers lives can be considered stealing from The Emperor (life is He on Terra’s currency, so stealing from him is HERESY)
    most penal commanders using them for mine clearing detail usually get sent into said penal legion themselves for wasting potentially useful meat shields. But it’s also 40k and full of grimderp stories as well lmao

    The Penal Battalions were used in the Soviet Union just like this. Which is the inspiration. Though in reality most of the " criminals" simply had varying opinions from the Soviets. Minus the explosive collars of course.
