Two undersea cables in the Baltic were cut over the weekend. All the affected countries are NATO members. The West fears that Russia damaged the cables. NATO says it was "sabotage", and that Moscow is engaging in "Hybrid Warfare". Denmark has been tailing a ship that it believes was responsible for damaging the cables. But the ship isn't Russian, it's Chinese.
