Well, what did Peter say about baptism in the name of Jesus was in Acts 10:47-48? We have to believe that the Spirit who is leading Peter (and Paul, etc.) was consistent. If baptism in the name of Jesus is water in Acts 10, it should also be water in Acts 2:38 and Acts 19 for the Ephesians. Correct?

Paul compared baptism to circumcision under Mosaic Law and indicated that being “buried with [Christ] in baptism” results in being “forgiven” of all your sins (Colossians 2:11-13). But no one made the relationship between baptism and salvation more clear than Jesus who said, “Whoever believes and is baptized will be saved” (Mark 16:16).

The Ephesians clearly believed, were baptized in the name of Jesus, and then Paul laid hands on them for the gifts of the Holy Spirit. So, when were they saved? When they believed and were baptized, or did they require the hands of Paul? This verse is crucial to understanding the difference between receiving the Holy Spirit, and receiving miraculous powers (gifts, plural) of the Holy Spirit, in my mind at least.
Ppl are saved when they believe in the Gospel of Jesus Christ. At that moment of true everlasting belief, they are baptized by the Holy Spirit. Any spiritual gifts or measure of the Holy Ghost after that point is up to God and has nothing to do with salvation.
