From my reading, yes and no. Go to Reddit and read “gauge cluster swap” in r/CrownVictoria from the user obeygoosey87 for a detailed breakdown, though I can’t guarantee the accuracy of said post.

It was purchased in a mix of other cars and had thousands of work to get it running with an already rotten frame. It wasn’t worth the time, and was purchased for dirt cheap as an add on to the others

woow vic 2001 p71 !! i well die for that 😍 i have 2001 p74 in Saudi hard to find old vic p71 but 2008-2012 easy to get p71 , im locking for PCM Upgrade to 2001 vic P71 Computer number BXT6 or OFT2 Unfortunately I didn't find it 💔
