Here’s my theory about Roy:
He’s just as much of puppet as everyone else, but, Lesley uses him as a spy for a closer view. And I’m not saying he goes up there and tells Lesley what happens but she can literally see through his eyes, hints why he was EVERYWHERE in the RUclips series
