Diesel has to get bloody hot to ignite so in this scenario, I doubt the tanks would explode at all. Pretty much for dramatic effect other than anything else. Think about a internal combustion engine, it's the compression that causes diesel to ignite not a spark.
If it heats up enough it can explode but very rare depending on Lot's off conditions how much there's in tank to oxygen to fuel fumes as it's London's burning it probably over dramatically
