I don't see why you couldn't list the same items on Etsy and TpT! As long as you aren't pricing them differently, I don't believe it violates any terms. Good luck selling!!
I don't offer editable templates in my shops so I'm not expert there. I know a lot of Etsy sellers use Corjl, which is hosted online and fee-based. You can also create editable templates using PowerPoint, I know a ton of Teachers Pay Teachers sellers do this. And of course there is Adobe software.
Use the software? Like anything else--you have to work with it to develop your skills over time. Do you have Affinity Designer? My best suggestion is to just start creating with it, and to make something every day.
