But it definitely represent how people and times move on, but perhaps still carry that period with them still. I think he’s simply talking about the reassurance of people of your tribe turning up, people who move shady like him. The opposite of being a clone, looking for the other freaks who move like you do. I like your interpretation of this bit about them being interchangeable and just continuing his own spiel. Those people are also sometimes drug dealers waiting to sell anyone willing some freak - the chorus about multiplying can be seen as an overview of society in general, or it could be a reference to the seemingly endless clones ready to take the place of the generic drug taking youth that surrounds him.
