Yes. The musical simplified it. The original had Valjean get FIVE years in jail for the bread. Then he attempts to escape several times and the law extends his sentence to nineteen years, and also because he was so big and strong and threatening so he was a "dangerous man". Still makes the point of the law in France at the time being draconian. If you were sentenced to five years in a hellish galley (where Javert mentions in the book, the prisoners don't even get to wear shoes in the winter when it's snowing) you'd probably try to escape too.
