The reason a lot of the time judges dismiss these charges is because of overcrowded jails and prisons. It's been a growing problem for at least three decades. It all began when the Reagan administration dramatically reduced funding for mental health facilities which forced a lot of the folks who should be receiving proper mental care onto the streets. Police are then essentially forced to deal with the fallout. Something which police are neither trained nor equipped to handle.
The justice system is utterly broken. The US has one of the highest incarceration rates in western industrialized countries. This is not because US citizens are generally more crime prone. Rather, an underfunded judicial system, lack of proper mental health services along with bad incentive structures within departments creates inmates at disproportionate rates while not actually helping reduce criminal behavior.

She's a danger to the officers in every interaction, and yet she has served almost no jail time, if not no jail time as far as I can tell based on court records. It's ridiculous. Wisconsin should be ashamed for letting someone out like this who has no regard for the safety of others, not even her own kids (driving drunk with kids in the car is one of crimes).

As a teacher, her affect suggests that she probably has had a long history of noncompliance, arguing, and fighting in the public school system. Now, she is an adult who is being handled with the same kid gloves as if she was a student. This is why we are losing cops and teachers.
