As I guy I'd be uncomfortable someone coming and sitting with me like this as well. I guess he just doesn't see a cute girl alone on the beach a lot during his cleaning days so maybe he wanted to hang out with you not in a creepy way, or he got a very creepy idea out of it.
I don’t think he meant it in a creepy way!! Japanese people in rural areas tend to want to talk to me, since it’s rare to meet a foreigner that speaks japanese. I really wasn’t uncomfortable until he tried buying me dinner haha
