Most fruits just have a random upgrade fruit Ceaser without plot armor realistically wins every fight he's in since he can just remove all the air in a space Or be truly evil and replace about 80% of the air with helium and kill everyone without them even knowing they are dying
Ceasar's fruit is stupid. Oda is obviously kind of lost with science... A gas fruit can alter all matter. It's not far to a "solid" fruit, and Oda would never create a fruit that can do whatever it wants to any solid, because it's stupid. Chemestry-based fruits usually affect just a few chemicals, not everything, and he messed up creating the gas fruit because he thought that gas was almost nothing, while in reality it is matter just as much as solids and liquids. On a side note Ceasar is one of the One Piece characters that suffered the most of the "the boss when you fight him VS the boss when you recruit the playable version" syndrome, but he's still one of my favorite if not my favorite villain...

Crocodile's bounty went crazy for no reason tbh. He really doesn't seem much stronger than in Alabasta. Oda went crazy for no reason with the super high bounties since the Whole Cake Island arc. It went from "Luffy gets almost killed very easily by 300 000 000 bounty Ceasar" to "Luffy beats Yonko commander with billions of bounty" way too fast, and Luffy really did not seem to have progressed much in between fighting Ceasar and Katakuri (among others).
In fairness Luffy isn't exactly guaranteed to beat Law or Vergo and I doubt he can beat Doflamingo, also against Caesar that doesn't count he wasn't even in his own body not to mention Caesar wrecked Luffy then as well, so it's safe to assume if Smoker was to fight Caesar now he'd destroy him.
