The kid is supposed to be the neighbor's son. The game takes place sometime after the kid from the first game escapes in act 2. The neighbor kind of had to escape to the museum because the cops were already investigating him. The other townsfolk just so happened to be helping the neighbor cover his tracks for some reason. The reason the kid cares when the neighbor is crushed by the hanging statue is because this is his dad afterall. He kind of realizes that his dad is the only person left in his life at this point and he still loves him. The cliffhanger ending honestly ruins it for me though.
