On the topic of enforcement, there's an old Chinese saying that goes something along the lines of "Kill the chicken to warn the monkey". Meaning, enforce it very thoroughly in just a few cases and the effect of that will stretch far beyond just those cases. You won't deter everyone, but you'll absolutely deter a lot of companies.

I looked into applying to this one company a few months ago and laughed when I looked at their glass door rating. It was decent but once you actually scroll down you find out that all of the positive reviews are interns giving these incredibly glowing statements and all the former employees are talking about how shit it is and how toxic the culture is.
