All my school zone flashers are radio back to the shop. I have 135 school clocks and going to each one to make changes would suck! And they radio back in once a week to make sure they're still alive.
Ahhhhh... So this is a bit different than a standard 8 phase because this is a HAWK crosswalk signal. It operates in such a way that the main Street phases are 1,2,5,6 and the ped phase is phase 4 or 8. A standard ring/barrier configuration doesn't apply here.

How is your phases set up? When you said 2 can run with 1, in our state 2 is straight through North, 1 is South left.
