Florida did away with inspections and Pollution Control emissions inspections ages ago. I love it. My catless BMW M3 with headers screams. There's also no noise enforcement where I live in southeast Florida. I've never heard of anyone getting a ticket for noise. There are some cars that sound like they belong on a drag strip driving around in the Street.

What about say, mid '60s or older cars? Here in AZ you can do anything you want with those, because they were never designed to meet any kind of emissions regulations. For that reason, because I am a hot rodder, I have been driving old cars for more than 25 years. I can do any mods I want, even install a full blown drag race engine.

The 14 foot height restriction makes perfect sense. That is the standard for bridge clearance on highways. Most things on this list aren't truly banned since there are CARB legal aftermarket parts in each category you listed. But when in Rome get out of CA.
I live in California and I can do whatever I want with my 1948 Ford pickup. It's exempt from all these rules because of its age. It's running a 1952 Chrysler Hemi with headers, a Camaro Z28 front end and a 700 R4 Transmission. No catalytic converter or smog equipment at all. Runs pretty good.

This has been going on for a long time. I rebuilt a '69 suburban. I moved from FL to CA. I went to get it emission tested. The exhaust emissions were the same as 1982 standards ( out the tail pipes). This was in 1985. So what was the deal here. 1963 block, same crank, 1969 low compression 350 pistons for 9.5/1 ratio. Still had to use premium, well 93 octane was the standard for a low compression engine in 69. Very low over lap cam for better low end torque. 1969 1.98 heads, 450 CFM 4 barrel carburetor because engine was not going to turn well at above 4500 rpms anyway. Muncie wide ratio 4 speed, replacing the 3 speed automatic. moved from FL to CA Failed the emission test when the hood was opened.. Now the modifications required by CA to be legal ensured that the engine in the Suburban would have caused engine failure within 30-50K miles. BTW the original engine lasted 245,000, and was never driven in CA. it was never babied either. I asked my uncle how he kept his cars running he said. "Simple put the crap on, have the test done, drive home and take it off. I think a lot of this crapola is designed to keep the CA new car dealers happy and in business. This diesel DEF thing came out CA too. It is the reason CAT does not make truck engines anymore. Because with DEF, engine life does not meet CAT standards

Basically the parts manufacturers have to prove their parts won't significantly increase the tailpipe emissions of the cars they're put on. If the parts can be proven clean enough, it gets an E.O. number and can be put on any car in California and other states that follow California's emissions standards for clean air. While restricting cleaner engine swaps and upgrading old emissions parts for equipement that would allow for cleaner emissions and/or better gas mileage is a bit backwards, having breathable air should be a priority over all. Come to think of it, there was some testing done a couple years back where the emissions of unrestricted lawn equipment was compared to new vehicles, including a Ford Raptor with I think the 6.2l V-8. If I remember right, the exhaust from the Raptor was not only considerably cleaner than that of the lawn equipment, with the exception of carbon monoxide, the air coming out of the tailpipe was cleaner than the air going in the airbox!
I'm from California never had any trouble with mods just a hassle when it comes to emissions testing for registration. Honestly you can't have nice things without paying a pretty penny in CA, state is made for the rich to enjoy.

Yeah California is harsh on cars mods here. I remember putting a CAI on my 08 Mustang and the smog place wouldn't even look at the car with it on. Then I went and added a new exhaust system and supercharger that could be tuned for CA use. Once smog came up again my options at that point were go to a certain person who would pass the car not legally for a price, sell the car, or put it to a point where it would pass. I ended up selling because it was such a hassle. Now I have a Charger R/T I'l probably leave mostly stock but if I can do things that can be easily swapped back I will. Funny enough the show RoadKill is mostly in CA and I'm pretty sure they don't follow every rule when it comes to modding in CA.

In Sweden it's illegal to tune your car if it's from a later model year than 1975, but people do it anyway because it's easy to pass inspection. It becomes tricky when you turbocharge an n/a car, you'll probably need to uninstall the turbo, chargepipe, intercooler etc. to get through inspection and drive it on public roads.

CARB = California Air Resource Board issues an EO# Emission Order (# number) which a smog station can check to see if your non-stock (non - factory part numbered auto part) is considered as a certified emissions compliant (emissions legal) replacement. Mainly established to allow things like "headers", "Intake manifolds", Catalytic convertors, Cam/liftes rocker arms/valves, cpu software "tune" have proven to not exceed factory smog level calibrations/limits.
If you wash your clothes in a device other than a clothes washer, you must get an executive order. If you want to change your shampoo to another brand, you must get an executive order. If you get the flu, you must have an executive order to get well again. What's next? Wait, I have to get an executive order for that too.
Well, I live in California and I've owned Mustangs or Ford Cars since the 70's Thur my time living here!...As a Mustang owner you just have to Build you Newer Mustang with Ford High Performance Replacement Parts or whatever Aftermarket Part you use on the engine has to be 50 State Street Legal or at least have been C.A.R.B. Approved with a E.O. # and you're Good to Go! Or you can get a Older Mustang from 74 and earlier, the 65 and 64 1/2 Mustangs has No Smog Equipment what so ever from the Ford Factory! Also there is No Mandatory 2 year Smog Check for cars from 1974 and Earlier!...I am Just Saying!...God Bless!
It's not the cops you have to worry about it's the MVD. Try to register it and they check under the hood to make sure so it's really hard to get it registered
Glad I moved away in 1981. I currently own five classic cars that would be legislated out of existence in CA. Back in the 70's there the CHP used to conduct roadside inspections. You were screwed if you drove your cool car into one of them.
Probably should include that most of this only applies to 1975 and older vehicles if you have something 1974 or older you can pretty much do what you want performance wise.

They typically won't bother you, as long as it doesn't seem too loud. Be careful, late at night, when there is no other sound. During mid day in traffic, there's so much background noise, that louder exhaust is largely un noticed. At 2:00 AM, even a stock exhaust system can seem louder than it actually is. Another "red flag" is obvious smoke, or odor of fuel or oil. That is a telltale sign that it is not emission compliant. As long as it burns clean, and is reasonably quiet, they're not going to bother you.

Justin Dubon I live in Cali my whole life and I blame decades of sanctuary policies for the reasons our schools are over crowded, our emergency rooms are full, our state prisons are so full they let out convicted felons and send them back to the counties to deal with. Guess who the majority is in our prisons. Guess why are taxes are so high to pay for schools, prisons, etc. Cali is over-populated and it will just get worse as they invited all of Central America to move into the state no questions asked with their sanctuary policies. This state has so many problems that the working tax payers are moving out daily. I won't even get into the politicians and how they cater to illegals while turning law abiding citizens into felons because you exercise your 2nd amendment right and own a modern, 10 round, semi auto sporting rifle. They even decriminalized purposely giving someone HIV/AIDS to satisfy the gay community. You can't make this stuff up. La La land. I'm headed to Idaho after paying taxes for 35 years and watching Cali fall apart. So much crime, gangs, homeless people living on the streets everywhere. The majority of the street people are in their 20s who came from other states to work in the pot trade but realized it's not as easy as they thought to get rich quick. Everyone here is stoned......
What about say, mid '60s or older cars? Here in AZ you can do anything you want with those, because they were never designed to meet any kind of emissions regulations. For that reason, because I am a hot rodder, I have been driving old cars for more than 25 years. I can do any mods I want, even install a full blown drag race engine.

The 14 foot height restriction makes perfect sense. That is the standard for bridge clearance on highways. Most things on this list aren't truly banned since there are CARB legal aftermarket parts in each category you listed. But when in Rome get out of CA.
I live in California and I can do whatever I want with my 1948 Ford pickup. It's exempt from all these rules because of its age. It's running a 1952 Chrysler Hemi with headers, a Camaro Z28 front end and a 700 R4 Transmission. No catalytic converter or smog equipment at all. Runs pretty good.

If all cars are Forced to not be upgraded people are going to to the same things as now but the standards will change OR they will just register the car in a different state.
This has been going on for a long time. I rebuilt a '69 suburban. I moved from FL to CA. I went to get it emission tested. The exhaust emissions were the same as 1982 standards ( out the tail pipes). This was in 1985. So what was the deal here. 1963 block, same crank, 1969 low compression 350 pistons for 9.5/1 ratio. Still had to use premium, well 93 octane was the standard for a low compression engine in 69. Very low over lap cam for better low end torque. 1969 1.98 heads, 450 CFM 4 barrel carburetor because engine was not going to turn well at above 4500 rpms anyway. Muncie wide ratio 4 speed, replacing the 3 speed automatic. moved from FL to CA Failed the emission test when the hood was opened.. Now the modifications required by CA to be legal ensured that the engine in the Suburban would have caused engine failure within 30-50K miles. BTW the original engine lasted 245,000, and was never driven in CA. it was never babied either. I asked my uncle how he kept his cars running he said. "Simple put the crap on, have the test done, drive home and take it off. I think a lot of this crapola is designed to keep the CA new car dealers happy and in business. This diesel DEF thing came out CA too. It is the reason CAT does not make truck engines anymore. Because with DEF, engine life does not meet CAT standards

But you know that if you buy after market parts for engine/exhaust it should have a CARB number. You know if it's legal if it states the CARB number or says 50 state legal when you order it .

This is only done in the Portland-Metro area & a similar version in the Medford area, both areas are prone to bad-air...Even swapping non-factory engines is illegal no matter how new or clean the tail-pipe emissions may be. Really stupid...

Basically the parts manufacturers have to prove their parts won't significantly increase the tailpipe emissions of the cars they're put on. If the parts can be proven clean enough, it gets an E.O. number and can be put on any car in California and other states that follow California's emissions standards for clean air. While restricting cleaner engine swaps and upgrading old emissions parts for equipement that would allow for cleaner emissions and/or better gas mileage is a bit backwards, having breathable air should be a priority over all. Come to think of it, there was some testing done a couple years back where the emissions of unrestricted lawn equipment was compared to new vehicles, including a Ford Raptor with I think the 6.2l V-8. If I remember right, the exhaust from the Raptor was not only considerably cleaner than that of the lawn equipment, with the exception of carbon monoxide, the air coming out of the tailpipe was cleaner than the air going in the airbox!
I'm from California never had any trouble with mods just a hassle when it comes to emissions testing for registration. Honestly you can't have nice things without paying a pretty penny in CA, state is made for the rich to enjoy.

Yeah California is harsh on cars mods here. I remember putting a CAI on my 08 Mustang and the smog place wouldn't even look at the car with it on. Then I went and added a new exhaust system and supercharger that could be tuned for CA use. Once smog came up again my options at that point were go to a certain person who would pass the car not legally for a price, sell the car, or put it to a point where it would pass. I ended up selling because it was such a hassle. Now I have a Charger R/T I'l probably leave mostly stock but if I can do things that can be easily swapped back I will. Funny enough the show RoadKill is mostly in CA and I'm pretty sure they don't follow every rule when it comes to modding in CA.

In Sweden it's illegal to tune your car if it's from a later model year than 1975, but people do it anyway because it's easy to pass inspection. It becomes tricky when you turbocharge an n/a car, you'll probably need to uninstall the turbo, chargepipe, intercooler etc. to get through inspection and drive it on public roads.

CARB = California Air Resource Board issues an EO# Emission Order (# number) which a smog station can check to see if your non-stock (non - factory part numbered auto part) is considered as a certified emissions compliant (emissions legal) replacement.
Mainly established to allow things like "headers", "Intake manifolds", Catalytic convertors, Cam/liftes rocker arms/valves, cpu software "tune" have proven to not exceed factory smog level calibrations/limits.
"Communist state" gets loosely thrown around these days.
If you wash your clothes in a device other than a clothes washer, you must get an executive order. If you want to change your shampoo to another brand, you must get an executive order. If you get the flu, you must have an executive order to get well again. What's next? Wait, I have to get an executive order for that too.

Well, I live in California and I've owned Mustangs or Ford Cars since the 70's Thur my time living here!...As a Mustang owner you just have to Build you Newer Mustang with Ford High Performance Replacement Parts or whatever Aftermarket Part you use on the engine has to be 50 State Street Legal or at least have been C.A.R.B. Approved with a E.O. # and you're Good to Go!
Or you can get a Older Mustang from 74 and earlier, the 65 and 64 1/2 Mustangs has No Smog Equipment what so ever from the Ford Factory! Also there is No Mandatory 2 year Smog Check for cars from 1974 and Earlier!...I am Just Saying!...God Bless!

Glad I moved away in 1981. I currently own five classic cars that would be legislated out of existence in CA. Back in the 70's there the CHP used to conduct roadside inspections. You were screwed if you drove your cool car into one of them.

dumbest thing is that california doesnt have a rolling smog exemption like other states. so keeping my hypothetical classic '77 vehicle on the road is difficult... as if regulating cars that make up .01% of cars on the road will do anything for the state's total emissions.

Between high taxes, crazy restrictions on vehicles, stupid high property prices and so on is why people are leaving CA in masses. I do not even have to worry with emissions in PA. Its a visual inspection that cats are there but nobody really cares. You have other states like WV that require one time inspection when you buy it that's it. 10 years later your floorboard could have holes thru it and they don't care lol PA we have yearly inspection of brakes, tires and normal stuff that is a good thing to have checked. I can't complain here. I would never live in CA with the craziness they have going on.

They typically won't bother you, as long as it doesn't seem too loud. Be careful, late at night, when there is no other sound. During mid day in traffic, there's so much background noise, that louder exhaust is largely un noticed. At 2:00 AM, even a stock exhaust system can seem louder than it actually is. Another "red flag" is obvious smoke, or odor of fuel or oil. That is a telltale sign that it is not emission compliant. As long as it burns clean, and is reasonably quiet, they're not going to bother you.
