I'm not sure I fully understand your question, but generally speaking, there are a wide variety of whistle fuels used in the pyrotechnic field. Each have different burn rates and sounds. It's best to use the fuel that most closely works with the effects you are hoping to achieve.

I've done a similar mixture (Na salicylate rather than K benzoate type, stearic acid instead of petroleum jelly) in an open aluminum pie tin with a wooden spoon, outdoors, adding solvent as needed to keep the mixture stirrable. I sieved only 3 times. It takes much longer to dry -- a week and it still smelled of the mineral spirit. Stearic acid gave a much stiffer dried compo than vaseline does. I've also done it with no carrier solvent at all in a zip-lock bag, dunking the closed bag as needed in a hot water bath to keep the petroleum jelly fluid. The petroleum jelly went in to coat the bag first. Mineral oil is an alternative I haven't tried yet to dissolved petroleum jelly. I'm not sure whether any of these methods is safer than the one I used to use, wherein I first smeared petroleum jelly over the sieve, then sieved the KClO4 thru that, then the salicylate. If we're going to be sieving the complete mixture anyway, where is the anti-friction action of the petroleum jelly most needed? I'd assume the pushing of the compo against the metal of the sieve is where lubrication is most needed; the compo also picks up the lubricant on each passage thru it.
If copper oxcychloride is replaced with iron oxide is it possible, and potassium perchlorate is replaced with potassium chlorate?. I hope you answer my question
Honestly iron oxide is fine but KCLO3 (potassium clorate) is not recommendent. You have to press these mixtures into a tube and there is risk of ignition working with less stable formulas. But the honest answer is yes it could be done.
Though not a sensitive as flash or strobe fuel, whistle is indeed a mixture that must be treated with respect. That being said, using valseline dissolved in lacquer thinner greatly desensitizes the fuel and makes screening much safer.
I keep my petroleum jelly at 3%. The amount of lacquer thinner used to dissolve it isn't terribly critical. It is just used to help distribute the jelly throughout the fuel.
Salicylate tends to burn a bit more vigorously than Benzoate. Salicylate whistle rockets tend to use shorter spindles. I prefer the sound and lifting power of Benzoate whistles, though. It's really just personal preference.

That's very common in chemistry. Since the formula is simply a ratio of parts in relation to one another and not as a percentage, the total amount of "parts" can often be less than, or greater than, 100.

The dust mask is needed only when handling the dry potassium benzoate. After that, what you really need is to work in open air against the solvent fumes. However, if you're mixing in a closed zip-lock bag, you can do that part indoors, away from ignition sources.
