It’s cheaper to build with wood. I’m from the Bahamas and we build with limestone/cement blocks and our houses stand.. when they build with wood - the hurricanes turn it into rubble. We experienced cat 3-5 from I was a kid but I live in America now.. houses still survive on the island just fine.

An EF3 can damage anything and a EF5 can rip a solid masonry house right off its foundation.
