With USA refusing back then to delegate powers outside the people's house, to a external entity (this was even less popular than the dope wars); otherwise USA would have been the leader. Instead, Canuck senator Raoul Dandurand got "rewarded for his contribution" with a presidency chair, 2 years after Canada's national ban performed by yet another liberal federalist senator: Henri-Sévérin Béland. So, the fact-blocking at Nixon's era is less than accurate.
