    It is basically impossible to negotiate federation in 2 years. Add 2 corrupt and egoistic leaders (Klaus and Mečiar) and Czecho-Slovakia was finished.
    It is also impossible to do it, when Czecho-Slovakia went through radicall economic reforms, which impacted both republics differently.
    One of the reasons why there was no referendum, was because country (in this case Slovakia) would have to "ask" for it - and if referendum happened and it was decided that federation will break-up, then Slovakia would have no claim on federal property (since they basically broke-up the federation).

    Slight oversimplification regarding "no referendum" in splitting Czechoslovakia.
    The main problem was that Czechs and Slovaks have seen the setup of federation very differently.
    Vast majority of both Czechs and Slovaks would vote for keeping the federation. But the question was how this 'Federation' should exactly work.
    Basically, Slovak consensus was to have Slovakia de-facto independent with some sort of 'federal roof'. Own central bank, own foreign policy etc etc. Its basically not really consistent how could a 'federation' practically work.
    We in Czechia were basically calling the Slovak idea of 'Federation' as 'Slovak independence with Czech insurance policy'.
    So Czech political representation basically said: there are only two options for Slovakia- a 'federation' basically modelled on Germany with some extra powers reflecting that Slovakia is a nation unlike German federal states..... or independent Slovakia. You pick one of these two options, as 'something in between' simply could not work long-term without constant political conflicts and instability.
    Needless to say, all that was without bad blood and in friendly and cooperative manner reflecting historic close friendly relationship of two nations.
    But referendum? There was simply no question to ask that could be answered YES/NO.

    basically they got tired of having to negotiate everything with each other. the Czechs will always dominate the government because there are 10 million Czechs and 5 million Slovaks. and the Czechs thought Slovakia was a money pit and it was not worth the trouble to keep them around
