He doesn’t care who does what, he just wants to destroy the world and “have fun.” In a world of Chaos.
It makes him the perfect villain, he has no reasons to do what he does other than fun.
He has no guilt, while some villains do, but he does not! He doesn’t care what happens to people, and he couldn’t care less.
I find it crazy that Disney let them make a villain like him, but I sure am glad they did!
