He did care about Jimmy but wanted to say something to hurt him because he was hurt and had lost everything by that point. Also watch the director commentary and they pretty much confirm it was a lie
And then after the 1261/1216 swap, Chuck had the audacity to say "I CAN'T STAND THE FACT THAT MY OWN BROTHER STABBED ME IN THE BACK!" as if he hadn't already stabbed HIS brother in the back
I think Saul was always there he just needed a reason to declare war on his brother, if my brother spoke to me like that I'd do everything in my power to destroy his reputation and life in a legal way.

As the proud parent of two queer kids, actually one transgender child and one pansexual child, it breaks my heart that there no openly queer character on the entire show. Surely, you could have done better.
I don't want to cause a stir, but people like you who pay more attention to how LGBT+ a series is than whether it has an interesting plot is what has led companies like Netflix or Disney to prioritize forced inclusion over making good projects. I honestly recommend you to not paying attention to that at all and just enjoy the many good things that the series has in its place, and I'm not just speaking for BCS.

It makes much more sense to blame it on the writing or acting, or something along those lines. The only way the former makes sense is if you're a bigot. Because it is definitely possible to have more representation AND still have a good show, so there's no real reason to not strive for it.
