They removed it for the Buzzard, it does it automatically now but you have to come in slowly if you want to get a lock, they did this to make it harder for jets to do bombing runs so they aren't so godlike anymore. If you zoom in while targetting you'll see a very small version of the lockingn reticule which works the same as before.
