The tall structure at the center of the mall is a viewing tower and its height is equivalent to a 50-story building. As designed, only the topmost 5 floors will be open to the public with the viewing deck at the topmost level. The 4 floors below the viewing deck will be reserved to restaurants and souvenir shops and information desk. The viewing tower opening would have been in January last year but Cebu City mayor refused to issue permit due to the cases that he had filed against SM Seaside.

I was at SM Seaside yesterday and I dont like it, its too big just a bunch of walking and it feels like much of the mall is empty of people compared to smaller malls such as the other SM City and Ayala

Usually empty in weekdays and it's not accessible to PUV.
Saying it is one of the biggest malls in the Philippines is underselling it. That mall is actually the 6th biggest mall in the world.
