If they don't, it isn't advantageous, and evolution wouldn't select for intelligence. You might need an evolutionary double jackpot of long life AND intelligence to become a civilization.

Warhammer elves are basically Tolkien elves. Warhammer 40,000 (Warhammer in space) has 2 kinds. The dark elves live to inflict suffering. The "good" elves believe anything not them is inferior and often feel it needs to die.
